EUROCEF 

​​OING - International Organisation

EUROCEF, which stands for The European Committee for Specialized Action for Children and Families in their Living Environment, is an international non-governmental organisation (INGO), founded in 1988 following the national meetings of the Carrefour National de l'Action Éducative en Milieu Ouverte. With participatory status at the Conference of INGOs (CINGO) of the Council of Europe, EUROCEF actively contributes to discussions and work on education and social action in Europe. The organisation is committed to defending and promoting the fundamental rights of children and families, while providing its international expertise to national and European political bodies

 EUROCEF is open to all : professionals, institutions and citizens wishing to contribute to the European construction of the field of social work. The organisation carries out a wide range of projects in the form of working groups, seminars and training courses. It takes part in public debates and research on social work.

 Objectives, Methods and Approaches

🔹      Promote knowledge sharing : collect and disseminate innovative experiences and research in the field of social work  ;

🔹      Encouraging innovation: promoting human rights-respecting practices that support the child's retention in their living environment ;

🔹      Strengthening professionalization: advocating for interdisciplinary and quality social work in service of children and families ;

🔹      Contribute to European construction: Act at the highest level with European institutions and social policies, in order to prevent solely economic interests from prevailing ;

 

EUROCEF believes in a Europe built on peace, justice and solidarity, where every citizen can play an active role in shaping his or her own future. Social work, at the heart of this ambition, plays a key role. It works for social change, improving living conditions and the well-being of citizens.

 We hold the belief that every action today, no matter how modest, contributes to shaping a better society. By investing in European spaces for citizen participation, EUROCEF asserts that every voice matters and that each person has the power to contribute to a more humane and supportive Europe..

Julien KHAYAT

President

Graduated with a master's degree from EFISE, has worked for many years in the field of Child Protection and Integration, first as a specialized educator and then as a service manager. 

In charge of the strategic and partnership development of our NGO, he represents EUROCEF before the Council of Europe, the Conference of NGOs, and several European Committees.  

Anna RURKA

Vice President

Doctor in Educational Sciences, Associate Professor at the University of Paris Ouest Nanterre La Défense in the research team: Family Education and Social Interventions with Families (CREF EA 1589).

Member of the bureau of the Conference of INGOs of the Council of Europe. Special advisor on childhood - family to the President of the Conference of INGOs and, in this capacity, a member of several expert committees aimed at developing European recommendations..

Jean-Louis Patrick CHINIARD

Treasurer

Specialized Educator with initial training. Trained in 2000 as a director of social establishment and services and graduated "EURODIR" from the School of Advanced Studies in Public Health of Rennes (France).

Working for over 35 years in the field of child protection, residing in France and currently retired, he has been an administrator of numerous child protection associations (CNAEMO / FN3S / School & Family).

Member of Eurocef since 1988 and part of the board since 2004.

Catherine BAROSO

Secretary

Issue d’une formation initiale d’éducatrice à la protection judiciaire de la jeunesse, elle a effectué une formation complémentaire universitaire en sciences de l’éducation. Retraitée, elle a exercé comme chefte de service dans un service d’AEMO parisien au sein d’une association de protection de l’enfance d’Ile-de-France. 

Member of Eurocef for several years and deputy secretary since 2006, before becoming secretary.

Frédérique POULAIN

Assistant Secretary

Holder of a master's degree from CNAM, Deputy Head of a service for the follow-up of unaccompanied minors (MNA), she joined EUROCEF in 2023, became Deputy Secretary, and represents EUROCEF at the Civil Committee on Migration Issues at the Council of Europe.

Hugo ROCA

Member of the Board

Head of the Child Protection Service, he became a member of EUROCEF in February 2023. A member of the Board of Directors, he represents EUROCEF at the Civil Committee on the Rights of the Child of the Council of Europe..

Philippe GRESSELIN

Member of the Board

Permanent member of EUROCEF since its creation, he was the Director of a child protection institution in Switzerland. 

Raffaele OCCULTO

Member of the Board

Former President of the Association of Professional Community Educators - AECO, Rome, Permanent Member of the NGO "Eurocef," partner of the European Commission of the Council of Europe on the judicial and social guardianship of minors' rights in general and, in particular, victims of violence and sexual exploitation, pedophilia, and child pornography.
