Subject: Bill No. 214 (2025-2026) to ensure the right of each child to be assisted by a lawyer in the context of an educational assistance and child protection measure - Call for a vote in accordance, against restricted experimentation.
Ladies and Gentlemen Senators,
On December 11, 2025, the National Assembly adopted almost unanimously (269 votes in favour, 1 abstention) the bill tabled by Mrs. Ayda Hadizadeh, transmitted to your High Assembly under number 214 (2025-2026). On May 20, 2026, the Senate Laws Committee ruled in favour of an eighteen-month experiment, in five courts, restricted to presumed discerning children (from the age of seven) and only to placement measures.
EUROCEF, OING committed to children and their families in Europe, wishes to bring to your attention, in the approach of the debate in public session of May 28, 2026, the reasons why this path significantly restricts the scope of the initial text and risks removing precisely the most vulnerable children from the system. We call for a vote allowing the effective implementation of this right - with a gradual deployment and accompanied by regulation - without additional experimentation (...).
